I've had this exact theory concerning Paris Pullman for the longest time now too, there's no links to it ever being a part of APM or CPM, and it's highly unlikely they just sought it out to license it for one scene. That plus the info that it was from Sam Fox makes it pretty likely it was reissued somewhere in the Capitol Hi-Q line and then picked up by the music editors.

Somebody at the Production Music Wiki discovered that "Paris Pullman" (SF-411) was reissued on Capitol reel L-63/64, thus confirming that this was how the R&S editors got ahold of it.

I hope this hasn't been found out by now, but using AHA Music Identifier, I think I might have found the arrangement of "Also Sprach Zarathustra" that the show uses
